Cut U.S. Military Funds to Bukele: ¡Alto a la militarización!

Human rights abuses in El Salvador are soaring under President Bukele, whose response to the COVID-19 pandemic has been to ramp up military and police repression and arbitrary detention.

But Bukele's signs of authoritarianism don't begin - or end - with COVID-19. During his first year in office, he has repeatedly made clear to the Salvadoran people and the world that he believes he is above the law. He is increasingly relying on the police and military to enforce his personal agenda and to override Supreme Court rulings and democratic legislative decisions.

The United States, which has a long and sordid history of training and financing Salvadoran military and police forces who commit serious and systematic human rights abuses, should immediately stop supporting his administration and cease military cooperation.

Use the form below to send an email to your Representative and Senators calling on them to start cutting military funding to El Salvador, Guatemala and Honduras and to re-direct those funds to global health institutions in order to attend to the needs of the people.

Subject: Stop human rights abuses in El Salvador by limiting U.S. military funds

Message:

I am writing to alert you to an escalating human rights situation in El Salvador under President Bukele and to call on you to take action during the ongoing FY21 budget process. I was encouraged to see that the House voted to withhold Foreign Military Financing to El Salvador for FY21. This is an important first step but further restrictions on security and defense funding to El Salvador are needed, as well as to Guatemala and Honduras. As you may have seen in the news, President Bukele has imposed a heavily militarized response to the COVID-19 pandemic and has publicly authorized use of force by police and military to enforce his national quarantine, as well as to target alleged gang members. Unsurprisingly, human rights violations are soaring. Despite a series of Supreme Court rulings prohibiting arbitrary detentions, the Bukele administration has detained over 16,000 people in hastily-established quarantine centers. There have been hunger strikes and protests over unsafe and unsanitary conditions and violations of Constitutional rights. Starting in February, when Bukele attempted to use the Armed Forces to intimidate legislators into approving a loan he sought, he has repeatedly shown utter disregard for the Supreme Court, the Legislative Assembly, the separation of powers, and the 1992 Peace Accords, which puts strong limits on the military’s role in domestic and political affairs. President Bukele’s autocratic and authoritarian tendencies, including his use of the military to enforce his agenda and run roughshod over judicial and legislative decisions, necessitate a strong and swift reaction from the United States, including limiting access to funds that will allow him to continue consolidating military power. Especially in light of the United States' long and sordid history of training and supporting Salvadoran military and police forces who commit serious and systematic human rights abuses, U.S. military and police cooperation should be suspended. These and other forms of military and police cooperation should be re-directed toward multilateral global health initiatives in order to address the impact of this pandemic. Beyond funding, I encourage you to be vigilant of and to speak out against the Trump Administration's unwavering support for the Bukele administration despite well-documented concerns regarding abuse of power.

Please also take any steps within your power to limit Defense funding.
