Urge your Rep to support investigation into torture in the Salvadoran prisons and your Senators to call for cuts to U.S. police and military assistance in the 2026 budget!

There is a well-documented human rights and political crisis in El Salvador - and Congress should act now to counter the Trump administration’s support for the Bukele regime. 

• Nearly 90,000 people have been arrested and remain detained without trial since the Bukele regime suspended constitutional rights in 2022 in the name of fighting a “war on gangs.” Despite the protests of families of the victims, legislators voted in August 2025 to automatically extend their pretrial detention for another 2 years, meaning tens of thousands of people will likely spend at least 5 years in prison, cut off from all contact with the outside world, without any evidence having been presented against them.
   
• The testimonials of Venezuelans who survived El Salvador’s mega-prison confirm the abuse and torture that Salvadoran human rights defenders and international organizations have been documenting and denouncing at the hands of police, military and in the prisons. At least 435 people have died in state custody since the start of the “State of Exception.”
   
• As the Trump administration openly embraced Bukele, the Bukele regime has ramped up repression against those who have been courageously denouncing the regime’s abuses, arresting community organizers and prominent attorneys and forcing many other human rights defenders and journalists into exile. There are now more than 60 political prisoners in El Salvador.
   
• El Salvador’s legislature - where Bukele’s party & allies hold an illegitimate supermajority - recently violated their constitution by voting to allow indefinite presidential re-election and eliminating run-off elections. These further cement Bukele’s ability to remain in power, despite discontent within the population over the growing economic crisis.

Despite these realities, Republicans in Congress are pushing to “deepen U.S. cooperation with El Salvador” and the State Department recently whitewashed its annual human rights report in order to keep the aid flowing.

But the tide of support for Bukele is turning as the world becomes increasingly aware of the atrocities happening in El Salvador. This spring, Senate Democrats voted unanimously to withhold foreign assistance until Congress gets answers on the Trump administration’s secret deals with Bukele.

Now, Reps. Jim McGovern, Norma Torres and Jamie Raskin are circulating a letter in Congress calling for investigations into prison conditions in El Salvador, including multiple reports of torture, and a halt to any renditions of migrants to Salvadoran prisons.
