Tell Congress: Freedom for detained immigrants sent to CECOT! No DHS in El Salvador!

IMPORTANT UPDATE

Despite Republicans in the Senate Foreign Relations Committee voting to advance the nomination of DHS Deputy Secretary Troy Edgar to serve as U.S. Ambassador to El Salvador, the Trump administration has formally withdrawn the nomination. This means Edgar's nomination will not move on to a full vote in the Senate.

However, this does not mean that the threat of DHS collusion with the Bukele regime in El Salvador has ended or that there is not already money earmarked in the murky reconciliation bill to detain people in El Salvador, as Senate Republicans previously told the press.

Continued pressure on Congress to end the exporting of U.S. detention and U.S. support for police and military in El Salvador is urgent, especially in light of the U.S. ramping up military training and coordination in Central America.

On March 15th, 2026, El Salvador made headlines when the U.S. sent hundreds of Venezuelan and Salvadoran migrants to be jailed in El Salvador's CECOT mega-prison. A year later, immigrant rights, legal, human rights and solidarity groups are also demanding justice for dozens of Salvadorans whom the U.S. sent to the CECOT beginning in March 2025 and who likely remain detained, even if they face no criminal charges in El Salvador.

Rather than ensure that the type of abuses that immigrants jailed at the CECOT - using U.S. tax dollars - never happen again, the Trump administration looks to be further consolidating El Salvador as a regional hub to advance its anti-immigrant and militarized "security" agenda.

Urge your Rep and Senators to oppose any future plans to detain migrants (or U.S. citizens) in foreign jails and to halt U.S. police and military aid to El Salvador in light of widespread human rights abuses and political persecution.

I am writing to express my alarm over the Trump administration nomination of Troy Edgar, who had previously been serving as Deputy Secretary at DHS, to be the new U.S. Ambassador to El Salvador. Mr. Edgar is set to appear before the committee for a hearing on Thursday. I urge you to publicly oppose his nomination and to raise concerns during the hearing. This nomination suggests that the administration continues to see a role for El Salvador as part of its cruel, illegal anti-immigrant regime. This is particularly alarming given the well-documented torture to which immigrants and asylum seekers were subjected while jailed - at the U.S.' behest and expense - at the CECOT. It is essential that Congress take action to block the Trump administration from attempting to bypass or subvert the rule of law or our constitution through immigration "agreements" with other nations. Furthermore, the U.S. has obligations under international law to oppose torture and to ensure that no one is sent to a place where they are at risk of being tortured. This means taking action to protect Salvadorans from deportation, given the risk of being sent to one of El Salvador's deadly prisons. Unfortunately, the horrors that the Venezuelan migrants faced in Bukele’s mega prison are not isolated incidents. The Bukele government reports having arrested over 90,000 people following the 2022 suspension of key constitutional rights and due process. The vast majority are being held indefinitely in pretrial detention, cut off from any contact with their families or attorneys. Human rights organizations in El Salvador report they are likely subject to the same or even worse abuses than were documented at the CECOT; at least 500 people have died in custody. Meanwhile, the Bukele regime is persecuting human rights defenders, journalists and attorneys who have exposed and denounced these conditions. I urge you to: 1) Oppose Edgar's nomination and question the administration regarding their plans in El Salvador 2) Oppose any future immigration "co-operation" with El Salvador and, more broadly, any plan or funding to jail immigrants in a foreign prison. 3) Take action to suspend U.S. security assistance to El Salvador in next year's budget. Along with other people in my community, across the country and around the world, I remain outraged and horrified by what the U.S. and the government of El Salvador did to 250 Venezuelans whom we sent to Bukele’s mega prison - apparently paid for by our tax dollars under the terms of a secret agreement.

I had hoped this shameful and illegal chapter in our history might have ended. But the nomination of a high-ranking DHS official suggests that the Trump administration may have future plans to detain immigrants - or U.S. citizens - in El Salvador's nefarious prisons.

For this reason, I urge you to oppose this nomination so as to put the brakes on this illegal and horrific practice.

In 2022, Bukele declared a State of Emergency in El Salvador and suspended key constitutional rights and due process. The government claims to have detained 90,000 people, who are now being imprisoned indefinitely without trial. Torture and abuse in the prisons there has been well-documented and at least 470 people have died in custody. Outside of the prisons, youth in El Salvador have denounced torture and arbitrary arrest at the hands of soldiers during "military enclosures" of their communities.

Meanwhile, the Bukele regime is ramping up persecution against human rights defenders, journalists and attorneys who have exposed and denounced these abuses. I urge you to consider supporting any amendments or proposals that come before Congress to limit U.S. assistance to the government of El Salvador in light of these violations of international law.

In light of these conditions, deporting Salvadorans, who face high risk of being arbitrarily arrested and imprisoned indefinitely without trial, is not only morally wrong but violates international law. As you know, the U.S. is a signatory to the International Convention against Torture and is therefore obligated not to send people to a country where they would be in danger of being subjected to torture. I urge you to take action to protect, rather than endanger, Salvadorans living here in the U.S.

Subject: Salvadorans detained at CECOT at U.S. taxpayer expense?

March 15 is the anniversary of the first flight of Venezuelan immigrant detainees whom the U.S. sent to the CECOT in El Salvador. There are reports of at least 30 Salvadorans who were put on those same planes, though neither the U.S. government nor the government of El Salvador initially shared any information about them. Among them are several young people whose families say they have no criminal history and are not facing any charges in El Salvador. So why are they still likely in prison, either at CECOT or elsewhere? And are they being detained under an agreement with the U.S., i.e. at U.S. taxpayer expense? Rep. Jim McGovern is circulating a letter to Secretary Marco Rubio and Kristi Noem to request urgently needed information about the identities of these men. This information is critical in order to find out whether any, like Kilmar Abrego Garcia, had orders preventing their deportation, or like dozens of the Venezuelans, were in the midst of asylum proceedings. I urge you to sign on to this letter. To do so, or with questions, please contact Todd Stein in Rep. McGovern's office. The crisis in El Salvador goes far beyond the CECOT, unfortunately. Most recently, a group of international human rights experts published a report finding reasonable grounds for concern that the government of El Salvador may be committing crimes against humanity under the ongoing State of Exception which has now been in place for 4 years. I urge you to support for restrictions on U.S. security funding in light of these abuses and related concerns about political persecution, lack of due process, and suspension of constitutional guarantees.
