Rashida Tlaib (D-MI) introduced an amendment to the National Defense Authorization Act (NDAA) to suspend certain military equipment and training to police and military forces in El Salvador. This is a CRITICAL opportunity to urge your representative to go on record to oppose continued U.S. support for widespread human rights violations occurring under the State of Exception, which international experts say could rise to the level of crimes against humanity.

BACKGROUND:

Since March 2022, the Bukele regime has suspended constitutional rights & due process, with 91,000+ arrests & 500+ deaths in prisons. Among these are unionists, student organizers, land, water & human rights defenders.

In the spring of 2026, a group of international jurists issued a report concluding that the government of El Salvador may be committing crimes against humanity due to the systematic nature of rights violations under the State of Exception

Salvadoran immigrants who are deported also face the risk of unjust arrest & torture in Bukele’s prisons, as do U.S. citizens. In March 2025, the Trump administration sent a group of 30-40 Salvadorans to the CECOT mega prison under the terms of a secretive agreement with Bukele. They remain incommunicado; many are being held without charges.

Despite the militarization of their communities, surveillance and the threat of politically-motivated arrests, the popular and social movements in El Salvador continue organizing to demand an end to mass firings, privatization schemes, attacks on the environment & the unconstitutional State of Exception.

Urge your senator to halt security funding to El Salvador

Subject: Defend human rights for Salvadorans, halt police and military aid

A group of international jurists recently released a significant report concluding that the government of El Salvador may be committing crimes against humanity due to systematic rights violations under the ongoing State of Exception, which has suspended various constitutional guarantees and due process for over four years. Few of the 90,000 people jailed under the measure have even faced trial, while over 500 have died in custody. Meanwhile, the Bukele regime is persecuting human rights defenders, environmentalists, union leaders and land defenders. Alarmingly, however, the State Department's most recent human rights report claims there are no significant human rights abuses taking place in El Salvador. It is therefore necessary for Members of Congress to take action to restrict U.S. police and military assistance to El Salvador directly. This is not only an issue facing the population of El Salvador. It also poses a risk to immigrants and U.S. citizens here, as well. Researchers and human rights experts have documented dozens of cases of Salvadoran immigrants who have been disappeared into El Salvador's prisons upon deportation from the U.S., as well as U.S. citizens arbitrarily detained. Furthermore, the U.S. has obligations under international law to oppose torture and to ensure that no one is sent to a place where they are at risk of being tortured. This means taking action to protect Salvadorans from deportation, given the risk of being sent to one of El Salvador's deadly prisons. I urge you to: 1) Demand the release of Salvadoran immigrants whom the U.S. sent to CECOT in March and April of 2025 who face no criminal charges in El Salvador 2) Oppose any future immigration "co-operation" with El Salvador and, more broadly, any plan or funding to jail immigrants in a foreign prison. 3) Take action to suspend U.S. security assistance to El Salvador in next year's budget. Message:

Along with other people in my community, across the country and around the world, I remain outraged and horrified by what the U.S. and the government of El Salvador did to 250 Venezuelans whom we sent to Bukele’s mega prison - apparently paid for by our tax dollars under the terms of a secret agreement with the Bukele government. Media reports indicate that at least 30 Salvadorans were put on the same planes; most remain in prison, many without charges, with no communication with their families or attorneys. In 2022, Bukele declared a State of Emergency in El Salvador and suspended key constitutional rights and due process. The government claims to have detained 90,000 people, who are now being imprisoned indefinitely without trial. Torture and abuse in the prisons there has been well-documented and at least 500 people have died in custody. Meanwhile, the Bukele regime is ramping up persecution against human rights defenders, journalists and attorneys who have exposed and denounced these abuses. I urge you to consider supporting any amendments or proposals that come before Congress to limit U.S. assistance to the government of El Salvador in light of these violations of international law. In light of these conditions, deporting Salvadorans, who face high risk of being arbitrarily arrested and imprisoned indefinitely without trial, is not only morally wrong but violates international law. As you know, the U.S. is a signatory to the International Convention against Torture and is therefore obligated not to send people to a country where they would be in danger of being subjected to torture. I urge you to take action to protect, rather than endanger, Salvadorans living here in the U.S.

Alarmingly, however, the State Department's most recent human rights report claims there are no significant human rights abuses taking place in El Salvador. It is therefore necessary for Members of Congress to take action to restrict U.S. police and military assistance to El Salvador directly. I urge you to support amendment #537 to the FY27 NDAA to suspend Section 333 capacity building programs in El Salvador, which require respect for human rights, rule of law and civilian control, none of which apply to El Salvador today. The government of El Salvador is spending more of its own domestic budget on the Armed Forces than any time since the end of the civil war, despite being not being engaged in defense from foreign enemies, as their statutes require. It also poses a risk to immigrants and U.S. citizens here, as well. Researchers and human rights experts have already documented dozens of cases of Salvadoran immigrants who have disappeared into El Salvador's prisons upon deportation from the U.S., as well as U.S. citizens arbitrarily detained.
