URGENT! Tell Congress to cut aid to repressive forces in El Salvador

Since March 2022, the Bukele regime has suspended constitutional rights & due process, with 91,000+ arrests & 500+ deaths in prisons. Among these are unionists, student organizers, land, water & human rights defenders.

In the spring of 2026, a group of international jurists issued a report concluding that the government of El Salvador may be committing crimes against humanity due to the systematic nature of rights violations under the State of Exception

Salvadoran immigrants who are deported also face the risk of unjust arrest & torture in Bukele’s prisons, as do U.S. citizens. In March 2025, the Trump administration sent a group of 30-40 Salvadorans to the CECOT mega prison under the terms of a secretive agreement with Bukele. They remain incommunicado; many are being held without charges.

Furthermore, it appears that El Salvador is playing a shadowy role in the U.S.' expanding military operations in Latin America, many of which are illegal. Survivors of attacks on fishing boats of the coast of Ecuador report being kidnapped and sent to El Salvador where they were detained without charge before being allowed to return home.

Despite the militarization of their communities, surveillance and the threat of politically-motivated arrests, the popular and social movements in El Salvador continue organizing to demand an end to mass firings, privatization schemes, attacks on the environment & the unconstitutional State of Exception.

But they need our solidarity, as U.S.-backed security forces threaten their ability to organize.

Tell Congress: Police and military forces in El Salvador are routinely violating human rights of the population and the terms of the United Nations Peace Accords. Congress must act to oppose ongoing U.S. support since it’s clear the Trump administration won’t!

One immediate way to do this is for the Senate to block the 2027 National Defense Authorization Act, which includes no restrictions that would counter these abuses.

Urge your senator to halt security funding to El Salvador

Recent investigations by both Amnesty International and an independent group of international jurists concluded that there are grounds to believe the government of El Salvador may be committing crimes against humanity due to systematic rights violations under the ongoing State of Exception, which has suspended various constitutional guarantees and due process for over four years. Few of the 90,000 people jailed under the measure have even faced trial, while over 500 have died in custody. Meanwhile, the Bukele regime is persecuting human rights defenders, environmentalists, union leaders and land defenders. Alarmingly, however, the State Department's most recent human rights report claims there are no significant human rights abuses taking place in El Salvador. It is therefore necessary for Members of Congress to take action to restrict U.S. police and military assistance to El Salvador directly. This is not only an issue facing the population of El Salvador. It also poses a risk to immigrants and U.S. citizens here, as well. Researchers and human rights experts have documented dozens of cases of Salvadoran immigrants who have been disappeared into El Salvador's prisons upon deportation from the U.S., as well as U.S. citizens arbitrarily detained. Additionally, there are growing concerns about El Salvador's role in the United States' illegal boat strikes in the Pacific. Multiple crew members of fishing boats off the coast of Ecuador who were detained by unknown personnel report being taken to El Salvador and detained there without charge before eventually being returned to the U.S. Though the Pentagon has said they did not conduct these specific operations, other U.S. agencies may have been involved, and journalists are raising important questions about El Salvador's role in expanded military operations in Latin America. Continued U.S. support for Salvadoran security forces only consolidates U.S. complicity in these abuses and allows them to continue unchecked. The most urgent and immediate way to do this is to vote against the current NDAA. Moving forward, I urge you to take action to suspend U.S. security assistance to El Salvador at any opportunity and to take strong action to counter the administration's expanded military actions in Latin America.
